Supervisors Approve First Draft of Ten Year Plan to End Homelessness

(Santa Ana) On Tuesday, January 12, 2010, Supervisors approved the first draft of the Orange County Ten Year Plan to End Homelessness and directed staff to finalize community review and input and return to the Board for approval of the final plan.

The Orange County Ten Year Plan to End Homelessness establishes regional goals and strategies necessary for ending homelessness in Orange County over the next decade. The plan is the product of integrated community collaboration and provides a roadmap of how to effectively end homelessness in Orange County. Working group members charged with developing the plan represented various community stakeholders including the business community, non-profit homeless shelter and service providers, technical consultants, cities, philanthropic foundations, education, mental health, housing and County agencies.

“I look forward to working with all those involved in this effort to continue to develop long-term solutions that will proactively address the homeless issue in Orange County,” said Supervisor Janet Nguyen, Chair of the Orange County Board of Supervisors.

In addition, the County Executive Office convened a County Interagency Homeless Issues Task Force comprised of representatives from the Social Service Agency, Health Care Agency, Probation Department, Orange County Sheriff’s Department, Public Defender, OC Community Resources and the County Executive Office. The Task Force identified needs, resources and goals in relation to services the County already provides.

The plan proposes a blended approach to serving homeless families and individuals using a model that provides housing combined with services to prevent people from becoming homeless. A total of nine goals and 54 strategies were developed to address the mission of the plan, which is to effectively end homelessness in Orange County over the next decade.
