Countywide IT Programs - Disaster Recovery Program
The objective of the Disaster Recovery (DR) Program is to establish capabilities for restoring the County’s assets which support critical business processes following a regional disaster, such as fire, flood, terrorist threat or other disruptive event. Focus is given to Information Technology (IT) assets, but other assets (equipment, facilities, etc.) may also apply. CEO/IT was directed by the CEO and Board of Supervisors to work with County agencies to develop these capabilities and ensure that they are actionable. General Funds have been budgeted through FY2011-12 to help achieve these objectives.
The Business Continuity Program, which assesses process risk, business impacts and dependent systems, is a key input to identifying objectives for the DR Program. The County has developed a disaster recovery (DR) solution in Solano County to address Recovery Time Objectives (RTO’s) and Recovery Point Objectives (RPO’s) established by the agencies in their Business Impact Analysis (BIA’s) and Business Continuity Plans (BCP’s).
Key DR services include operation and maintenance of the County’s DR Site in Solano County, development of solutions for new or emerging enterprise systems, and coordinating testing of established systems. As the County's business and technology environments evolve, new systems will drive new recovery challenges and solutions. This program will continue to monitor systems development and business continuity planning within agencies to identify gaps and collaboratively develop appropriate DR solutions for new systems.

Implement a Disaster Recovery solution for the CAPS+ Financials and CAPS+ HR/Payroll systems
Consider DR solutions available to the County as part of IT Sourcing.
Operate and maintain the County’s existing DR solutions.
Continue to identify gaps and develop appropriate DR solutions for new County systems coming online.
