Welcome from the County Executive Officer

I am honored to have been called to serve as County Executive Officer and I want to thank the Board of Supervisors for their confidence and support. I strongly believe in our County staff – because I have been part of the team for the last three decades and I have seen staff at all levels in action.

Providing the public with easy access to and information about our services is a top priority, and our website is designed to assist you in that process. The County faces a number of challenges in the future, and I strongly encourage you and our employees to follow Board agendas and actions since that policy direction is our roadmap to action. In all of our challenges, the Board’s direction and the work of each of our more than 17,000 employees are the keys to the County’s success.

Here within the County Executive Office is the executive branch of the County government. This office is responsible for providing leadership, vision and a knowledge of emerging trends and issues for the purpose of supporting and implementing Board policy, and to ensure that the County of Orange is operated in an efficient, accountable and responsive manner. The County Executive Officer provides direction to all County agency/department heads assigned to him and provides administrative oversight to those department heads who report directly to the Board.

These four departments report directly to the County Executive Officer:
  • Human Resources - The Human Resources department includes five internal functions: Employee Benefits, Services and Support, Human Resources Administration and Employee Relations, Equal Employment Opportunity, and an internal Information Technology group
  • John Wayne Airport - John Wayne Airport is the gateway through which millions of passengers travel each year to their homes, their families, their vacations, and their businesses. It is the only airport in Orange County that provides commercial passenger and air-cargo service and is the primary provider of general aviation services and facilities in the county.
  • OC Waste & Recycling - OC Waste & Recycling is committed to meeting the solid waste disposal needs of Orange County through efficient operations, sound environmental practices, strategic planning, innovation and technology.
  • OC Public Works - OC Public Works is responsible for the engineering of flood protection infrastructure and a safe roadway system, procurement of real estate and management of County buildings, ensuring development that is compliant with environmental quality and legal standards, stewardship of our watersheds, and ensuring the accuracy of weights and measures systems and devices.

The Offices of the Public Administrator and Public Guardian also currently report to the County Executive Officer.
