Americans with Disabilities Act (ADA) Title II Program

The County of Orange (County) is committed to on-going efforts to provide access to public services to all residents, clients, and visitors of the County . Title II of the Americans with Disabilities Act of 1990 (ADA) prohibits all state and local governmental agencies from discriminating against a person with disabilities and from excluding participation in or denying benefits of programs, services, or activities to persons with disabilities.

To ensure that individuals with disabilities can fully participate in and benefit from the public services offered by the County, the Board of Supervisors adopted a policy prohibiting discrimination against persons with disabilities in June of 1994 and established a County ADA Title II Coordinator, who is now the County ADA Title II Manager, located within the County Executive Office-Office of Risk Management. 

The ADA Title II Program has corporate oversight over the County programs and services, including departmental implementation of programs to support compliance with Title II of the ADA.  The ADA Title II Program does not handle ADA oversight over private businesses, landlord or HOA issues, and other public entities such as cities.

Department ADA Coordinators

An ADA Coordinator has been established for each County department.  Complaints, concerns, or recommendations regarding public access to any of the County programs, services, and activities should initially be reported to the department's ADA Coordinator who can immediately begin to review and resolve the matter.  Please click the link below to view a list of department ADA Coordinators.

ADA Title II Grievance and Complaint Form

To file a grievance or complaint for any problems with public access to the County programs, services or facilities, please complete and submit the ADA Title II Grievance and Complaint Form to the department ADA Coordinator.  The list of department ADA Coordinators is attached to the form for your convenience.
